The cheapest way to travel to Oslo is to fly on one of the discount airlines to the Torp Sandefyord Airport which is situated 110 kilometers south of the city. From there, one can catch a coach into downtown Oslo.
Cheap airfares are available to Olso's Torp Airport from London, Frankfurt, Marseille and a few other European cities.
When touring Oslo, consider buying a 7 day public transit pass. It allows you to travel anywhere in the city by train, tram, metro or bus for about USD $40 - a good deal by Norwegian standards!
